The Connecticut Trust Act prohibits state and local law enforcement from arresting or detaining individuals based on immigration detainers or administrative warrants issued by federal immigration agencies. This ensures that individuals on campus are treated in accordance with state law and that their legal rights are respected.
Connecticut Law Enforcement and the Trust Act
Prohibited Actions:
Connecticut law enforcement officers are prohibited from:
- Arresting or detaining individuals based on immigration detainers or administrative warrants.
- Performing any function of federal immigration enforcement.
Exceptions:
Connecticut law enforcement may cooperate with ICE only under the following circumstances:
- The person has been convicted of a Class A or B felony.
- The person is identified as a possible match in the Federal Terrorist Screening Database or a similar database.
- The person is subject to a federal court order due to failure to comply with an immigration officer’s subpoena or refusal to testify before an immigration officer.
By clarifying these prohibitions and exceptions, we aim to ensure that our community understands both the limitations on Connecticut law enforcement and the specific situations in which cooperation with ICE is required.
