Attendance: Dave Bachand, Karyl Bulmer, Marcia Caton, Dennis Hannon, Kristin Jacobi, David Mariasi, Diane Moore, Elsa Núñez, Michael Pernal, William Salka, John Sweeney

Meeting commenced at 10:00 am

Motion to accept the minutes of the previous meeting (D. Hannon, M. Pernal - Passed)

Mid-Year Spending Plan

  • We will be joined by BRAC at our next meeting to discuss the FY 11 Spending Plan.
  • The Mid-Year Spending Plan was submitted last week to the System Officeo The Mid-Year Spending Plan compares last fiscal year actuals to the budget and updates the budget for the current fiscal year.
o This is usually done in February when we have 3rd week numbers for enrollment, housing, and meals.
o We balanced last fiscal year because of savings efforts.
o AVP Sweeney provided copies of the Mid-Year Spending Plan and a handout that explained the changes to the spending plan for each fiscal year.
  • David Mariasi will inform Dean Giminez about the government offering the Summer PELL Grants Program for students with need.
  • The Mid-Year Spending Plan was posted on the Budget Office website today. The committee should encourage people to go to the site and review it.

State Budget Update

  • The state budget will be released next week.
  • A letter from Chancellor Carter was sent to each University asking each University to prepare for the future and to submit plans that address four reduction scenarios.
  • Other states are having tougher times and have more furlough days than Connecticut.
  • We are in the middle of a 2-year agreement with SEBAC regarding furloughs. There is talk of more give-backs, but it is unknown if the give-backs would happen before or after a new Governor is elected.
  • The state is a large subsidizer of teachers’ salaries. A reduction in this subsidy to towns will impact municipalities.
  • Savings are so critical to maintain any control over our future.
Other
  • Rumors
o A Tier III retirement plan
o A golden handshake before Governor Rell leaves
o New hires get 401k’s instead of a pension
  • The committee needs to communicate what we discuss in the meetings to their coworkers so that people do not panic.
  • Remember, 60% of our revenue comes from students – we need to keep them satisfied.

Next meeting will be Thursday, February 25 at 9:00 in the Connecticut Room, Gelsi-Young Hall
