Motion to accept the minutes of the previous meeting (Jacobi, Mariasi ‐ Passed)

Legislative Budget

• The Legislative’s proposed budget provides more to CSU, but includes borrowing and revenue increases. The Governor is against this. If the state borrows money, then the state will receive less of the federal stimulus. To get the full stimulus, the Governor must restore the levels of State support to the greater of the FY 2008 or FY 2009 levels of support. State funding for financial assistance to students is not considered State support. FY 2008 was the higher year for CSU. The State needs to fill out an application to get the money. The money can be received in 2‐3 weeks, however, the State has until September 30, 2011 to give any of it to CSU. The Governor can request CSU to submit an application in order to receive funds and may restrict the use of funds. OPM has requested personal service reduction scenarios for FY 2010 and FY 2011 based on 5%, 7%, and 10% reductions.

Tuition and Fee Proposal

• The tuition and fee proposal will be reviewed by the Board of Trustees on Wednesday, April 8.

Spending Plan Schedule

• FY 2010 Spending Plan Calendar was passed out to the Committee. The spending plan consists of approximately 38 pages of worksheets plus a narrative. July 23, 2009 is the BOT Meeting for the approval of the FY 2009‐10 spending plans.

Other issues not on agenda

• The Committee will continue to meet through the summer. The phone number to conference in will be shared with those who cannot physically attend the meetings.
• The Committee website is up and can be found at http://www.easternct.edu/budgetcommittee/
• An email will be sent to the Eastern community from the Committee to update them on Eastern’s budget. We will continue to do this as information becomes available.

Next meeting will be Monday, April 21 at 1:00 in the Connecticut Room, Gelsi‐Young Hall
